The US Senate is staring down a September 15 procedural vote that could determine whether America finally gets a comprehensive crypto regulatory framework, or whether it continues to be the odd country out among the world’s largest economies. A cloture motion on the CLARITY Act (H.R. 3633) was filed on August 8, setting up the September deadline. The bill would split regulatory authority over digital assets between the SEC and the CFTC, with the latter gaining primary oversight of “digital commodities.” A long road through Congress The House passed H.R. 3633 back in July 2025. The Senate Banking Committee then marked up its own version in May 2026 before formally reporting it out in June. The September 15 vote is a procedural hurdle, not a final passage vote. Cloture requires 60 senators to agree to end debate and move toward a floor vote. Coinbase CEO Brian Armstrong has been vocal about the stakes, arguing that the September 15 vote is critical for making US rules durable for the future.
