Agora receives preliminary OCC approval to organize as a national trust bank

Agora Atlas Corp. has received preliminary conditional approval from the Office of the Comptroller of the Currency to establish Agora National Trust Bank as a federally chartered institution based in New York. The OCC issued Corporate Decision No. 1393 on September 18, 2026, marking one of the more consequential regulatory milestones for a stablecoin-focused firm this year. The approval covers a focused set of activities: non-fiduciary dollar-backed stablecoin issuance and reserve maintenance, digital asset custody, and transaction management for custody clients. The proposed bank will not accept insured deposits or engage in lending. What the charter actually allows The company incorporated in Delaware in October 2023 and has been issuing stablecoins for roughly two years before filing its OCC application in April 2026. Building a federal regulatory wrapper around those existing operations gives the firm a compliance backbone that operates independently of third-party infrastructure.
