Germany has drawn a line in the sand on AI. The country’s Federal Ministry for Digital Affairs stated plainly that stopping artificial intelligence development is not a viable path for Europe, framing continued innovation as a prerequisite for the continent’s digital independence. The numbers that explain the urgency Europe currently holds less than 5% of global high-performance AI computing capacity. The United States, by comparison, controls roughly 80%. That is not a gap, it is a chasm, and it is the central reason Germany is resistant to any framework that would further constrain the continent’s ability to build. What triggered the response The immediate backdrop is a recent essay by Anthropic CEO Dario Amodei, in which he urged AI companies to deliberately slow the pace of capability improvements and implement stronger safeguards before pushing further. The argument drew support from prominent figures including Elon Musk and Sam Altman, adding institutional weight to what might otherwise have been a fringe position.
