Intel has asked the Federal Communications Commission for an expedited waiver. The goal is to keep foreign-made robots moving inside its US chip factories. The request lands months after Washington banned the very equipment Intel says its fabs cannot run without. What Intel is asking for At issue are automated guided vehicles, or AGVs. These are mobile robots that move materials around a facility without a human operator. On July 28, 2026, the FCC added “foreign-produced advanced robotic devices” to its Covered List, citing national security concerns. Mobile robots such as AGVs fell inside that definition. Intel’s petition was formally filed in mid-October 2026 and appears in FCC docket 26-256. It does two things. It seeks clarity on how AGVs are treated under the robotics definition, and it requests approval for necessary modifications. The company’s core argument is about time and substitutes. Intel says AGVs have been part of semiconductor manufacturing for over 20 years. It also maintains that no validated domestic alternatives exist. Replacing the systems, the company indicates, could take several years. The stakes, as Intel frames them, go beyond its own production line. The ...
