The US Senate’s inability to pass the CLARITY Act might be the best thing that’s happened to Bitcoin in months, at least according to the man whose company holds more of it than anyone else on the planet. Michael Saylor, executive chairman of Strategy Inc. (the company formerly known as MicroStrategy), took to social media on September 16, 2026, arguing that the regulatory stall would actually accelerate institutional capital flows into Bitcoin. His logic: existing regulators already have the tools they need, and the absence of new rules removes the risk that Congress might write bad ones.
