Qatar-mediated ceasefire monitors deploy in eastern Congo

International ceasefire monitors began their first field deployment in eastern Congo on Monday, a tangible step forward in a peace process that has moved at a pace best described as cautious optimism meets brutal reality. The Expanded Joint Verification Mechanism Plus, known as EJVM+, launched its inaugural verification mission in Minembwe, South Kivu, on August 24. The deployment follows months of diplomatic groundwork anchored by Qatar’s mediation efforts, which produced a comprehensive peace agreement signed on November 15, 2025, between the Democratic Republic of the Congo government and the Alliance Fleuve Congo/March 23 Movement, or AFC/M23. What the monitors are actually doing The EJVM+ is the operational backbone of a monitoring mechanism finalized in October 2025.
