Turkish Foreign Minister proposes ceasefire to Ukraine, Russia in Black Sea

Turkey is making another run at calming one of the world’s most dangerous shipping lanes. Foreign Minister Hakan Fidan has sent a draft memorandum to both Ukraine and Russia proposing concrete measures to stop attacks on civilian vessels in the Black Sea, a body of water that has become increasingly hazardous for commercial shipping as the war grinds on. The proposal, shared with Moscow and Kyiv by September 17, 2026, doesn’t aim for a grand ceasefire. It’s more surgical than that: safer shipping corridors along the coasts of Romania, Bulgaria, Georgia, and Turkey, a system for registering and verifying ships, and an outright ban on strikes targeting grain facilities. Why Turkey is pushing this now The timing isn’t subtle. At least 25 Turkish-owned ships have been attacked in the Black Sea since late June 2026, with fatalities and injuries reported among Turkish and Azerbaijani crew members.
