The US has called on banks to release Belarus’s frozen assets, a significant concession that comes as Special Envoy John Coale returned to Minsk on September 15 for the first face-to-face diplomatic talks with Belarusian President Alexander Lukashenko in six months. At the center of the dispute: roughly $43 to $44 million in Belarusian funds sitting in a Citibank account, frozen under US sanctions. Lukashenko made it clear on September 11 that those funds need to move before any deeper negotiations can happen. The money and the leverage Sanctions on Belarusian banks, including Belinvestbank, were lifted in two rounds: first in December 2025, then again in March 2026. Those earlier moves came in exchange for something concrete: the release of political prisoners. Hundreds of detainees have walked free since negotiations began in 2025.
